AppLocker can be used to prevent apps or programs from being started. You

Where to find applocker in Windows Server 2012

Executable Rules are for programs. Packaged app Rules are for Apps (the real
Win 8 ones).

Does AppLocker use any services for its rule enforcement?

The Application identity service is used for rule enforcement. This service must be set to startup automatically.
